Investigate trac ticket creation from emails.

Description

See if there is a way for incoming emails to trigger ticket creation (in a similar way to RT). The intent is to use this to track *master@humbug requests.

There appears to be nothing in Trac itself but there is a third-party add-on: 'https://subtrac.sara.nl/oss/email2trac/wiki' It appears to have various options for parsing the subject line that may let us auto categorise emails (eg hostmaster -> DNS, websmaster -> web).
